[Openstack-docs] novarc vs. openrc

devstack uses "openrc". I'm not sure if this is where I originally picked
up the use of that name, but i've always used it for the clouds I deploy.

I'm inclined to use devstack as a reference for things like this.

I've never heard of nova generating an rc file -- is there a command for
this?
