[Openstack-docs] translation upload/download scripts

Hi, all
The scripts to upload and download translation from Transifex are ready for
review now. See: https://review.openstack.org/#/c/25810/
The upload script will create a .pot file under the "locale" folder in the
document folders, i.e. doc/src/docbkx/<document folder>/locale.
The download script will download all of the .po files (with translation
results) to the "locale" folders. That means ,there will be a lot of .po
files in "locale" folders, one .po file for one language.
With these scripts, all these .pot files and .po files will be stored in
master branch. The code projects are similar, for example, Nova has a
"locale" folder to contain a .pot file and the translated .po files. Yet,
in manuals project, the .pot files and .po files should be in a very big
size, I'm afraid.
We need to discuss whether to create a new branch (different from master
branch) to contain the translated .po files. Let's discuss in the doc
meeting today.
