    Add cpu resource quota for instance with kvm driver.
    
    By setting the cpu_unit of an instance type in extra specs filed.
    cloud administrator can control the instance vcpu consumption ratio
    to psychical CPU.
    
    partly implement blueprint quota-instance-resource.
