Why missed the deadline is merge conflict when it occurred at the deadline day.<br>
I'll upload this patch, which is rebased and fixed unresolved review comment, by Feb 21st.<br>

This feature is useful for capacity saving, and is isolated to the Hitachi driver module, and have no impact on the Cinder database, REST/RPC and APIs.<br>
