[ironic] RFC: In-Person-only PTG in Vancouver

If we can determine a list of items and time blocks to move to that room,
then I suspect we could all make it work.

With the virtual ptgs over the last few years with contributors all over
the world, we have surely gotten better at time boxing high bandwidth
discussions. I hope. ;)
