Cinder's bindep.txt file [0] captures the system level dependencies for PostgreSQL which i expect cover this. You can use the bindep tool to ensure you've got all the necessary system libs installed. However, I note in your paste that you have windows filesystem paths and I'm not sure if bindep will run properly in that environment.
