Yes, it was all done by the same script/job, it's just that some
requirements (specifically setup_requires like PBR) had to be
managed in setup.py instead of requirements*.txt. Skimming major
project histories for setup.py, the last time that was revised by
the automated job seems to have been 2017-03-02, so over 6 years ago
now.
