[ironic] Moving Aija to core-emeritus

Thank you again Aija for your work; your code will be running on OpenStack
clusters around the world for many years to come.
I've removed Aija's core permissions from sushy; if she begins work on
OpenStack again at a later date they'll be quickly restored.
