Thank you very much for letting us know about this! You are absolutely correct, there was an issue with the DB for the Social Summary field.
 
This has now been adjusted and you should be able to submit the full 280 characters for the Social Summary.
 
Again, thank you for researching the issue and for raising a flag on it - I really appreciate it!

Not sure this is the root cause, but maybe the field is wrong in the DB?
