Just a minor point of clarification, be aware that the TC has
changed the goal framework such that goals are no longer necessarily
tied to any particular development cycle or release:
"OpenStack-wide goals are not tied to any release, [but] they
can have target dates which can be a particular cycle release
date"

So you'll want to propose a goal and set, I dunno, probably
milestone 3 or release candidate week as the target date. Something
like that.
