[heat][magnum][tacker] Future of SoftwareDeployment support

Hi,
Sorry for the late reply. For tacker, it can be dropped because it only
used in some few tests and the features itself of the tests have been
deprecated. On the other hand, I'm not sure for heat-translator but it
can be also dropped considering takcer's parspective scarcely depends on
the feature. Anyway, I would like to have a discussion in tacker's IRC
meeting before making the decision.
