no by defualt nova is configured for a 16:1 cpu allocation ratio.

we normmaly dont recommend seting that over about 4
i have a patch i need to rebase ot change that to 4 https://review.opendev.org/c/openstack/nova/+/830829

so no its not a horizon bug.
