[cinder][drivers] Register blueprints for your drivers

Hello Driver Maintainers,

If you are planning to submit your driver in the Zed development cycle,
make sure you have a blueprint registered against your driver.
There is a doc available[1] describing how to register a blueprint and also
information related to its attributes. Also take a look at the previously
filed blueprints here[2] for reference.

We had a discussion in the last mid cycle (1st June) and the following is a
list of drivers that are currently proposed. If your driver is in the list
or not, please file a blueprint and mention the driver patches in the work
items section of the blueprint that will help us prioritize the review of
that driver for the Zed development cycle.
