We're currently investigating a quite impacting issue in both nova-next and ovs-hybrid-plug jobs that prevent Zuul to be happy. https://bugs.launchpad.net/nova/+bug/1940425 In the meantime, as the failure rate is pretty high, doing rechecks (against this bug number of course, you already know to NOT do blind rechecks [1]) doen't help and just consumes constrained CI resources for a very little and unpredictable gain.
