[nova][neutron] do not recheck failing nova-next or nova-ovs-hybird-plug failures.

Thanks for the quick fix, and sorry for the inconvenience.
I pushed a similar patch for rally-openstack to remove linuxbridge from
mechanism_driver list, as I see the neutron task no need for linuxbridge:
