[cinder] Spec Freeze Exception Request

Thanks Gorka for spelling out all the changes made to the spec since the
initial submission in yoga, would make the review experience quite better.
The quota issues have indeed been a pain point for OpenStack operators for
a long time and it's really crucial to fix them.
I'm OK with granting this an FFE (+1)
