Yes, all comments are correct. This is how it is supposed to work
(i.e., change globals.yml and re-run deploy/reconfigure).
As for a more optimal approach, you can use --tags to limit the number
of plays, e.g., in your case:

  kolla-ansible -i all-in-one deploy --tags nova-cell

I agree this could be better documented.
