Yeah, xorriso provides a drop in replacement for genisoimage in the form of
mkisofs so you can either default to that in your nova-dist.conf or
deployment tooling as TripleO is doing for el9 based hosts.

I also have a WIP change up to move the default of
[configdrive]mkisofs_cmd in Nova to mkisofs during Yoga.
