[infra][puppet] Old mirror contents in apt-puppetlabs

Thank you, Infra team, for your quick feedback in the review.

The issue has been resolved and now puppet 6.28 is available in the mirror.
I confirmed the new package is installed and the compatibility issue no
longer occurs in CI.
