Support for Rocky Linux 8 was only added in Xena. See the support matrix for Victoria, Rocky Linux is not listed: https://docs.openstack.org/kolla-ansible/victoria/user/support-matrix.html You may be able to install Docker by setting docker_yum_url to " https://download.docker.com/linux/centos", but some other configuration may break.
