Open Stack

Hi,

During last week's Release Management meeting we discussed the schedule 
plan and decided to propose another, which is one week shorter (with 
release date March 22nd), to give time for the PTG (March 27 - March 
31?) before the holidays in early April of 2023.

(note: the milestone dates were not changed as there's no better, evenly 
paced dates as far as we see)

Please review this as well and give us feedback which one is better. 
Also, we would like to ask Foundation and Technical Committee to decide 
between the 2 options based on the reviews. (For the 1st alternative see 
my below mail)
