Open Stack

Hi,

I found https://bugs.launchpad.net/ubuntu/+source/collectd/+bug/1971093
which hints, it could go back in, once liboping (only used for the ping plugin) is added back to ubuntu.

For the OpenStack use case, the ping plugin does not give much info anyways.
