[cinder] xena feature freeze

This is a fairly large patch, but it is confined to a single driver and 
is unlikely to impact the main cinder code.  I feel a lot better about 
its code coverage since you figured out the unit test discovery problem.
So this patch is granted an FFE subject to the caveats in the original 
email.
