[cinder] xena feature freeze

Hi Team,

I'd like to request FFE to the following changes:

[1] Netapp ONTAP: Add support to revert to snapshot
https://review.opendev.org/c/openstack/cinder/+/804093
- Patch adds support for the revert to snapshot feature to the NetApp Cinder
drivers.

[2] NetApp ONTAP: Add option to report storage provisioned capacity
https://review.opendev.org/c/openstack/cinder/+/798198
- Patch adds an option to enable a new pool capability
provisioned_capacity_gb
that reports storage provisioned volume sizes directly from the storage
system,
instead of relying on the default scheduler's behavior based on internal
states.

Both changes and their blueprints were submitted in time and there has been
significant progress in the reviews until this point. They are isolated to
the NetApp driver module, and have no impact on the Cinder database,
REST/RPC and APIs.
