[oslo] Propose to EOL stable/queens, stable/rocky on all the oslo scope

I don't think we have to. I think it's not that common that we are using new
versions of oslo libs in those stable branches so IMHO if all works fine for
some project and it has maintainers, it still can be in EM phase.
Or is my understanding wrong here?
