Hi,
Thanks for bringing this up.
I would vote on the 1. option to transition to ocata-eol, but would do for
all Neutron Stadium projects:
https://governance.openstack.org/tc/reference/projects/neutron.html

   - networking-bagpipe
   - networking-bgpvpn
   - networking-midonet
   - networking-odl
   - networking-ovn
   - networking-sfc
   - neutron-fwaas

neutron-fwaas and networking-midonet are not maintained but the process can
work for the old branches I suppose.
