[oslo][taskflow][tooz][infra] Proposal to retire #openstack-state-management IRC channel

Hello OpenStack community,

The recent need to update various pointers to OpenStack IRC channels
raised a question about the continued need for the
#openstack-state-management channel[1]. This channel is for
discussions of the OpenStack state management libraries such as
TaskFlow and Tooz. Both libraries fall under the Oslo project.

These projects are both in a maintenance phase and discussions in the
#openstack-state-management channel have been few and far between.

Today, at the Oslo IRC meeting, we discussed retiring this channel and
updating the IRC channel information to the main Oslo IRC channel
#openstack-oslo[2].

The intent of this change is to help users find a larger group of
people that may be able to help answer questions as well as reduce the
number of channels people and bots need to monitor.

If you have any questions or concerns about the plan to consolidate
this channel into the main Oslo IRC channel, please let us know.

I plan to work on updating the documentation update patches (grin) to
point to the Oslo channel and will work with OpenDev/Infra to retire
the #openstack-state-management channel.
