It seems like we're primarily talking about unit tests here. There
will still be a fair amount of direct 3.8 coverage as
DevStack/Tempest/Grenade jobs use the default python3 on Focal
unless we tell them not to. Same goes for docs builds, release jobs,
et cetera.
