Fuel was officially removed from OpenStack when https://review.openstack.org/475721 merged over four years ago, by which time all continued development on it seems to have ceased anyway (there were no new changes merged to the fuel-main repository aside from a mechanical bulk edit touching its .gitreview file for the OpenDev Gerrit server name update, and one which replaced all its content with a README.rst file saying the project was abandoned).
