Open Stack

I will update WIKI with UTC time.
We will still need to update it when daylight saving time changes happens. Which is different in different countries.

While I'm thinking of it, the wiki says PDT, but I don't think we're in Daylight Savings anymore.  Should we just move that to UTC?
