I have couple of questions there:

1. What version of Neutron are You using exactly? It seems from that log that You don't have patch https://github.com/openstack/neutron/commit/74c51a2e5390f258290ee890c9218beb5fdfd29c in Your code.
2. What mechanism drivers do You have enabled in Your ML2 config? In logs there should be lines e.g. like https://github.com/openstack/neutron/blob/34d6fbcc2a67eac45ad6f841903f656ef7118614/neutron/plugins/ml2/drivers/mech_agent.py#L87 but I don't see any line like that in Your log.
