[oslo][release][requirement] FFE request for Oslo lib

The final Oslo releases with the focal changes are merged. We should be 
able to branch now and if anything else comes up we'll just have to 
backport.

Thanks to everyone for working with us to get this sorted out, and sorry 
I dropped the ball on this goal.
