I solved the problem by connecting the compute nodes to the iscsi
controller (without mapping to the block storage).
The fact that in the old production system our compute nodes used a
shared file system separate independent from cinder led me to believe
that I don't have to connect them to the iscsi controller at all since I
abandoned the shared storage.
