[oslo] following or not following the DST changes for our meeting time

Hi Hervé,

Historically, Oslo team meeting has been at 1500 UTC, which translates to
I think the discussed proposal in the oslo irc meeting was 1500 UTC with
DST and
1600 UTC without DST, which translates to 3PM UTC and 4PM UTC accordingly.

I other words, that means that we should move the slot from 1500 UTC to
1600 UTC
with the recent time change.
