Hello Everyone,
Kolla CI jobs started getting hit by Docker registry pull limits:
docker.errors.APIError: 500 Server Error: Internal Server Error
("toomanyrequests: You have reached your pull rate limit. You may
increase the limit by authenticating and upgrading:
https://www.docker.com/increase-rate-limit")
It is relatively random as the limit is seemingly per IP address.
The question is how we should approach this issue.
It seems Docker offers an open source plan that would lift any limits
on the kolla namespace. [1]
However, we are not entirely sure who should fill out the related form [2].
We believe it should be someone from the infra team but it is not clear. :/
