For the Error you are facing it looks like ovn_south_db_server container is not running on controller node for some reason, can u check with: sudopodman ps -a if it's in Exited state, also try to see if there are some logs which describe why it failed with: sudo podman logs ovn_south_db_server. If you still want to try OVS instead, could be done, There exist environment file[1] which can be used to override default ovn to ovs. Just pass -e ${_THT}/environments/services/neutron-ovs.yaml in the end of overcloud deploy comand.
