Open Stack

Thanks to everyone who reviewed release-critical patches.  Everything 
has merged, and I've proposed the release of cinder RC-2:
   https://review.opendev.org/#/c/725143/

This will be the official Ussuri release of cinder unless someone finds 
a critical bug in the next few days.  (The final release candidate must 
be cut on May 7.)  So if you do find something critical, please make 
some noise in #openstack-cinder or here on the ML or on the ussuri 
release etherpad:
