[goals][Drop Python 2.7 Support] Status Report: COMPLETED \o/

This has been a tremendous coordination effort with a huge number of changes,
some of them quite complex.  Congratulations Ghanshyam and everyone involved
with the drop-py27 effort, and thank you for all the time and effort you have
out into this.
