The timing for this discussion was far from ideal, so I respect that 
people ask for longer discussion without the threat of a deadline.

Rather than a big bang change at election time, one option would be for 
the TC to switch leaderless teams after the election, then have opt-in 
during the Victoria cycle (elected PTLs choosing to move to new system), 
then discuss how to treat the remaining ones (after all, the proposed 
change does not eliminate the PTL, it just stops to define it as a 
mandatory element of our governance). That phased approach is just a lot 
more difficult to codify in terms of governance changes :)
