[qeeens][neutron] migrating from iptables_hybrid to openvswitch

Hello Slawek, I tried with nova detach and attach on a running vm after
switch to openvswitch driver but it stops to receive packets also if put
the interface under br-int as you said.
The result is virsh domiflist domainname list two interfaces: one under qbr
ad one under br-int
