Yes, it can be removed safely in previous release. 
The BKM is let admin install all cyborg driver dependency by themselves, not only OPAE, but also other drivers if needed.  In this way, we can avoid such incompatibility between driver version and OS version.

Thanks for your response. I can see that this should allow us to remove the dependency in Victoria. Will it be safe to do so in Ussuri and Train also?
