Please read https://docs.openstack.org/magnum/latest/user/#use-podman
When you're using Fedora CoreOS driver, you have to use the
use_podman=True, because in Magnum Fedora CoreOS driver, podman is the
only option. Please take my devstack cluster template as a reference.
