I agree that would have been optimal, to create some rupture and clearly 
drive the point that Devs+Ops are welcome to the new body.

Unfortunately, there is no way to do that without touching protected 
sections of the bylaws, at which point the change is just too costly to 
entertain, compared to the gain...
