[oslo] Meeting Time Poll

And the new time for the Oslo meeting is...
*drumroll please*
...unchanged!
That's right, after surveying the Oslo team and looking at when people
were available, we realized that DST will solve most of our conflicts in
a few weeks. \o/
As a result we will keep the Oslo meeting at 1500 UTC on Monday, unless
it turns out that (like me) everyone else forgot about DST while filling
out the survey and that time doesn't actually work well. :-)
