[oslo][release] oslo.limit mistakenly released as 1.0.0

Agreed. I don't imageine anyone is using this yet, and so long as we
use a future major version to indicate breaking changes, what would it
matter even if they were? I think we should just keep 1.0.0 and
remember to release 2.0.0 when it's done, personally. Certainly a lot
less work.
