actully to that end i tried deploying to day and it looks like the output of
lsb_release -i -s change form CentOS to CentOSStream at some point over the last few months

[centos at sriov-1 devstack]$ lsb_release -i -s
CentOSStream
so https://github.com/openstack/devstack/blame/97f3100c4f6cc8ae4f7059b5099654ef8b13b0d4/functions-common#L455
now fails
its a small change butthere could be other cases.
