[interop][refstack] Revival/Maintenance proposal

So he'll bring valuable interop perspective to this project and maintain it effectively. The interop WG also suggested that Martin's ansible scripts [3] be moved under the "osf/" organization on opendev.org, and he's currently pursuing that [4].

+1 on adding Martin in refstack-core group. I think Thierry can add him.  Also, we can have interop chair (Prakash currently) also to be part of these groups to make such future changes?
