[tc][puppet][Glare] Propose retirement of puppet-glare

Thanks Ghanshyam and Dmitry for your correction regarding 'x'.
I'll wait for any feedback from Glare team for a while
Because we are about to cut off Ussuri now, we can consider the future of
puppet-glare repo
during the coming V cycle, I think.
