It is because local.conf suggested in
https://docs.openstack.org/tacker/train/install/devstack.html enables
blazar devstack plugin.

Back to the original query, it is caused by the inconsistent branch usage.
The cause of the problem asked looks like that local.conf fetches the
master branch of devstack plugins but stable/train devstack is used.
The default value of USE_PYTHON3 is False in DevStack stable/train, so
python 2.7 is used, but DevStack plugins from the master branch is
used, so modules with python3 support only are being installed into
python 2.7 environment.

What I can say now are:
- If you use the stable/train branch, specify stable/train for
devstack plugins in local.conf instead of the master branch  if you
use the stable/train branch.
- If you use the master branch, checkout the master branch of DevStack
instead of stable/train.
