[neutron] [stable] Proposing Slawek Kaplonski to Neutron Stable core

Hi,

It has been a week since I sent this nomination out and there has only been
positive feedback. As a consequence, we welcome Slawek to the Neutron
stable core team.

Matt and Sean,

Please add Slawek in the corresponding Gerrit group.
